Why are Basecamp HT-10 helmets being recalled and what should owners do?
The U.S. Consumer Product Safety Commission announced a recall of Basecamp HT-10 bicycle helmets on September 17, 2026. About 315 units sold on Amazon between July 2024 and July 2026 fail to meet federal impact and stability standards.

What the helmet looks like and how to spot it
The recall covers Basecamp-branded bicycle helmets, model HT-10. They were sold in green and black and in a single size marked medium/large. That size fits a head circumference of about 22.44 to 24.41 inches. Red padding lines the interior. Black and red straps run to a black and red buckle. A black and red fit-adjusting knob sits at the back. "Basecamp" is printed on the sides. "HT-10" appears on a label inside the helmet.
Three missing certifications
The helmets violate the mandatory federal safety standard for bicycle helmets. They do not comply with three specific requirements: impact attenuation, positional stability, and certification.
Impact attenuation measures how much force the helmet absorbs when it hits a surface. Positional stability measures whether the helmet stays in place during a crash. Certification means the manufacturer must test and document compliance before selling. Without all three, the helmet can fail to protect the user in a crash. That creates a serious risk of injury or death from head injury.
The battery issue
Each helmet contains a button cell battery. The battery does not carry the warning labels required by Reese's Law.
That law mandates specific warnings on products containing button cell or coin batteries because swallowing them can cause internal chemical burns and death. The recall notice does not explain why a bicycle helmet needs a battery. It also does not say whether the battery powers a light, a sensor, or something else. The hazard is separate from the impact failure but appears in the same product.
Refund steps
Consumers should stop using the helmets immediately. Contact Tongyang Cycling for a full refund. The email address is tongyangshangwuus@hotmail.com. The company also operates a recall page at www.basecampbike.com under the "Recall" link at the top.
To receive the refund, you must destroy the helmet by cutting the straps. Then send a photo of the destroyed helmet to the email address. After that, dispose of the product. Button cell batteries are hazardous. They should be disposed of or recycled following local hazardous waste procedures. The helmets were sold on Amazon.com from July 2024 through July 2026 for about $34 each. They were offered as a one-pack or a two-pack. No injuries have been reported. The manufacturer is HK Tongyang Technology Co., Ltd., doing business as Tongyang Cycling, of China. The recall number is 26-785.
